Planning and Entitlement Timelines, UK Infrastructure
UK infrastructure planning/entitlement timelines remain a critical bottleneck for CAV deployment; permitting delays, regulatory lag constrain rollout pace
Not yet fully pulled — notes on what to look for
What we need
Specific data on how long it takes to get planning permission / entitlement for:
- A new urban EV charging depot (commercial scale, e.g. 50+ vehicles)
- A bus lane or kerb change (to illustrate transport planning timelines)
- A parking structure conversion
Directional evidence from this pull
The EV depot data (EV02/EV18) gives us the grid connection timeline (9-12 months). The planning permission process sits on top of that. For a new urban depot in an inner-city area requiring change of use, planning consent in a London borough typically takes 6-18 months (sometimes longer for contested applications). That makes the combined grid + planning timeline 18-30 months minimum before a single vehicle charges.

Drafting Note
The Ch.1 pacing argument is now partially evidence-ready. The grid queue data (EV02) is strong and directly usable. The planning/entitlement data (EV03) and procurement cycle data (EV04) still need to be pulled before the chapter can be fully drafted. Recommend pulling EV03 and EV04 in Phase 1 alongside the Ch.4 priority items.
