Tesla Launches Unsupervised Robotaxi in Dallas and Houston — Third and Fourth Texas Cities
Tesla goes live driverless in Dallas + Houston 18 April; now 3 Texas cities, 7 planned by mid-2026
Headline Finding
On 18 April 2026, Tesla began unsupervised (no safety monitor in the driver’s seat) Robotaxi operations in Dallas and Houston, bringing its live-service footprint to three Texas cities (Austin, Dallas, Houston) with four more planned within ten weeks. The Texas expansion is the most aggressive single-state robotaxi rollout on record and is proceeding under a state regulatory framework that does not require a human safety driver and gives cities no permit-gating authority.
Detail
- Launch date and cities. Dallas and Houston went live 18 April 2026. Tesla now operates in Austin (live since early 2025 with monitors; unsupervised since January 2026), Dallas, and Houston.
- Geofence and fleet. The Houston geofence covers roughly 25 km² centred on the Jersey Village and Willowbrook areas in the northwest of the metro. The Dallas geofence is centred on Highland Park, roughly bounded by the Dallas North Tollway (west), US 75 / Central Expressway (east), and downtown Dallas (south). Crowdsourced tracking data indicates Tesla deployed approximately one active Robotaxi per city at launch — a deliberate, low-density rollout.
- Supervision. Tesla describes the service as “unsupervised” — no safety monitor is seated in the driver’s position, consistent with the January 2026 Austin transition. Tesla continues to rely on remote support for confirmation events.
- Seven-city plan. The April 18 launch is the second and third tranche of Tesla’s announced 2026 plan to cover Dallas, Houston, Phoenix, Miami, Orlando, Tampa, and Las Vegas in the first half of 2026. Phoenix, Miami, Orlando, Tampa, and Las Vegas remain to be launched in the next ~10 weeks.
- Production backdrop. Tesla confirmed in April 2026 that dedicated two-seat Cybercab production is commencing at Giga Texas this month, with volume production targeted within weeks. Some 50+ Cybercabs have been spotted at the Texas factory; Tesla is using a subset for crash testing. Elon Musk has publicly targeted production ramp in April.
- Safety backdrop. Independent tracking (robotaxi-safety-tracker.com) shows Tesla Robotaxi has been involved in crashes at roughly one per 57,000 miles across ~800,000 cumulative paid miles — nearly 4× Tesla’s own claimed human-driver baseline. Tesla reported its 15th Robotaxi collision on 16 March 2026.
- Regulatory framing. Texas statute authorises Level 4 deployment without a human operator and preempts municipal regulation of AV technology as such. Dallas and Houston have no pre-deployment permitting authority; they have stated they will “monitor” impact on traffic, emergency response, and public safety.
Governance Implication
Tesla’s Texas rollout is the cleanest demonstration yet of the paper’s Pacing Problem. The deployment vehicle (corporate strategy), deployment pace (7 cities in 10 weeks), and deployment scope (unsupervised operations in dense residential and commercial districts) are all set by the operator; the city’s role is reduced to ex-post monitoring. Because Texas statute forecloses city-level permitting, Dallas and Houston cannot require an Institutional ODD, impose fleet caps, require kerb-management participation, or condition operations on data-sharing. This is precisely the governance posture the SELF DRIVE Act (EV64) would federalise if passed — Texas is the preview. The Fleet Coherence risk is elevated not by any single vehicle but by the cumulative deployment across seven cities within one regulatory regime in a single quarter: one cloud fault, one OTA regression, or one correlated environmental stressor (e.g., a thunderstorm sequence across the Gulf Coast cities) could produce a multi-city simultaneous failure of the kind Wuhan demonstrated at single-city scale (EV49). Cities in other states watching the Texas deployment should accelerate their own governance frameworks before a state legislature forecloses the option.
